Globalization IS taking advantage of cheap labour force and lack of safety and environmental protections. Produce products cheaply as possible which means save $ without using safety equipment and pollute like hell because that govt. doesn't care as long as the politicians get kickbacks from Nike and many others. The WHO will decide how many billions will have to be paid by Canada to poorer countries, and how migration standards will be dropped in order to save "disease refugees".

Canada's health care system is the legal prorogative of the provinces. The national government is only a funder of money for the health care system. Policy for health care is provincial jurisdiction.
